Title: Diagram/ element context menu on right mouse

Has anyone had issues with the right mouse-click context menus not being displayed?  
There is a suggestion that it is due to sticky keys - but I do not appear to have this issue.  Any help greatly appreciated as I cannot do some things - such as "Accept a time event" because I don't have a menu item to do it.
