Title: Diagrams at the project root level

Cant find the original discussion about this.

As at 729 we can create root level diagrams again!!

At the Start Page, just use the Diagram/New Diagram menu item.

(Even though I will probably not need to create a Root diagram again, it's the knowing that I CAN that counts!)
