Hello Martin,
EA does not allow importing from version control (either Get Latest or Retrieve Prior Revision) when a package is checked-out, because importing overwrites the package existing in the model, with the one retrieved from version control.
If the model package is currently checked-out, then there might be many accumulated changes that have not yet been committed to version control.
EA prevents the possibility of inadvertently discarding any such unsaved (not yet committed) changes, by disallowing these VC import operations on checked-out packages.
Retrieving history does update the file. However, when you check-out again, EA retrieves the latest revision again and imports that.
Currently, EA does not support retrieving prior revisions of VC packages for editing.

using SVN
When retriving a version from fiel history it can only be done when package is checked in and then it does not update the actual file in VC , so checking out returns the unwanted version any way.
