Is it possible to execute project transfer (DBMS to DBMS) from command line?

No, unfortunately it's not possible via command line or automation.

Project.ProjectTransfer only supports DBMS to File or File to File transfers.  It does not support File to DBMS or DBMS to DBMS transfers.
