Title: Jet Engine configured on the Project Basis

Instead of having a global option for selecting JET 4.0 have it associated with the project file some how.

Maybe have a metadata config file that associates, or an option on Open/New.

I guess that it could be done easier: EA tries to open with Jet 4 and if that fails it tries with the previous Jet 3.x.
