Title: Manage locks / Security by package

It would be nice if you could set the manage locks right at package level. As I know it must now be set on the projectlevel.
I would like to give a few packages access to a (large) group of people to change the content, but content on the others packages may only be changed by a selected group.

In that case you you better look into integrating EA with an external version control system.
That's how we manage this.
