Title: EA13 UI & Settings Diagram Frame Options

Running into some unexpected behavior.

I am using EA13 and I want to control the diagram frame options.
I had been able to do this, but today I cannot find where to change the settings. 
Below are two images;

I do not see an expected 'Diagram' section.


How do I control the Diagram Frame Options in EA13.1?

This is a user preference, not a project setting.

User Preferences are found on the ribbon at: Start | Workspace | Preferences

Project Settings are found on the ribbon at Configure | Model | Options
