I've been using the memo type of tagged value recently which allows you to use more characters than the standard tagged value, but I've noticed that if you make tagged values visible on elements (I'm using this for Requirements) on a diagram the value is shown as '<memo>'. Is there any way to make it show the actual value of the tagged value rather than '<memo>'?

No, except you invest lots of energy in shape script (not recommended). The memo field is one of those limping brothers EA keeps alive. They misuse the memo (which was the intended idea behind that anyway?) to store contents that otherwise would not fit the tagged value - because one of those crippled ancestors has allowed only few characters. A duct tape fix...

Hi,
you may use Dynamic Documents to see the Tagged value of the selected Diagram Element in the Document Window. You can define what you want to see of a selected element. There is also a Webinar available.
I know, it's not exactly what you wants and I'm not sure if it works for Tagged Values of type Memo.

If you create a Note and link it to the requirement, then select Link to Element Feature -- Single Tag and Notes, the full contents of the <memo> tagged value are displayed.

it works the way you described it. I only tried Tagged Value and that doesn't work.

I tried your solution, but it ends up that the content of <memo> will be visible in the linked Note but not in the block itself? Or am I doing something wrong?
The Symod Profile is able to do so. But i m still a newbe can someone guide me, how to make the content of <memo> visible, like in thsi picture?

That behaves that way because of explicit handling anything extending SysML requirements.

Is there a way to copy this feature?

At the moment the only way to get that behavior is to inherit it from SysML.
