Title: Add Modified Date to element tagged value (and related t_objectproperties table

So that we can
- Export only changed elements (and import in other tools)
- Create reports on last changes

If we could also have the author that would be even better

The database has not been changed really since more than 10 years. Now set up a calculation for the change probability.
