If you had any existing service now integration configured in your Pro Cloud Server , now you can easily link or connect servicenow data with current model ( model should be configured in pcs servicenow )
Please refer the below link which demonstrates JIRA Integration with PCS (https://community.sparxsystems.com/tutorials/1237-enterprise-architect-jira-integration) . Similar way you can configure and use servicenow.

To answer your questions
- Yes , you can export ServiceNow items into Sparx EA ( when exporting link between EA item and ServiceNow item will be created )
- If an link is created between ServiceNow and Sparx EA you can update\Sync the data
- But right now You cant create new ServiceNow items from Sparx EA
