Title: Can I reverse the Quick Linker default direction

I am drawing some SysML in EA13. I almost always work top-down, but the quick linker tool always drops a new object down with a parent relationship.
The most obtuse behaviour is when I want to duplicate a requirement, and EA creates the new object as "copy from this new one" rather than "copy to"

Can I change the default behaviour to support a top-down workflow?

Simply no. You would need to create your own profile/MDG for that.
