Title: How do I set the Icon for an Add-in I made?

I have made a Plugin for Enterprise Architect in C# and it shows in the "Specialize" field of EA. But now, I want to set an icon for that add-in using a local image. Is there a way to do that?

No, you can't set an icon for the button on the ribbon.
