Bugs and Issues / EA Connector for JIRA and quotation marks.

When I try to export an item with such - "" quotes , EA throws an error. But when I use these -  «», it's all right. This problem is JIRA, EA, or connector?
Also, it this a way to add «» in EA?

Someone know scripts or add-in for parse doctype? I'm have a lot of requirements and do it by hands is bad idea.
Example of text:

1.1 req1 text:
-text;

1.2 req2 text

Good day everyone! Can I use additional libraries to code inside EA? For example for JS or VB.
