I have worked only with PCS complete edition and so, I am not aware how PCS Express works.

"Is it the model limitation that applies to Small Business Edition and Team Server Edition means that the maximum number refer to model/database table that able to host?"
The number of models refer to the number of EA Projects or databases that can be enabled at a single point in time. There is no limit to the number of connections you can add to PCS.

Apologies for the late reply. Going by this point of yours "I think is very much needed in WebEA" I assume this is a critical feature and so, let me suggest a Sparx EA web publishing platform that lets you do the following apart from a multitude of things it can do.
  • View diagram and element properties side by side. Source
  • Double click on a composite element on a diagram to open it

We have all of our models in one repository with multiple root nodes (one for each of our clients) We would like to give access to our clients via the EA Viewer, but I would like to restrict access to only the root node that pertains to them. I have tried to lock these, but it seems that a user could still browse another clients models. Is there a solution for this?

To clarify, the requirement is to give access to one of the root nodes to specific users or user groups and they should not be able to even see other root nodes.

In Sparx PCS/WebEA, you can manage model access using "Visibility levels" feature (Read more at http://sparxsystems.com.au/products/procloudserver/).

There is one more solution that lets you share specific parts of a model with your users. You can choose to share only a specific root node or a package or even a diagram inside a root node with your users and those users will only see what is shared with them and nothing else. Will WeEA only let me set visibility in the cloud service or will the changes there also be implemented directly into Sparx Architect?
I want to set Read-access directly in Sparx Architect to "secure" information in specific packages from certain user groups.

For example, I have a user group A that creates content in Package A, I also have a user group B who works in package B. Due to sensitive content in Package A, user group B is not allowed to read it. Is it possible to solve this without using separate repositories?

Context browser in version 14 could be interesting, will it be able to pre-set them for each user group or is it only able to do this for each user? Can I as admin disable project browser for other users to use?

May be Sparx EA 14 will enable you do this, but if you intend to share EA models to teams for reviewing and making changes in model data(not diagrams), Prolaborate could help you solve the use case you've highlighted. In a single repository, you can set View/Read/Write access permissions to each user or group and to each package or element as per your requirements.
Here's a snap from Prolaborate. For the package"Application Domain", three users and a user group have various levels of access permissions and all others in the organization will not be able to even see it.
