Lost 'File' Drop Down on Main Menu Bar

I have lost the 'File' Dropdown on the Main Menu Toolbar and I can't figure out how to get it back.  Help describes how to hide options in the drop downs but I didn't see anything on hiding the top level element like 'File'.  Any ideas?

What happens if you go View | Perspectives and reapply the System Default?

That didn't work (Good idea though).

One possible cause is that if you open Tools | Customize it's possible to remove top level menus. (Which can't be done using perspectives)

The menu page of that dialog allows you to reset the menu, which in my test just restored the file menu.

That was going to be my second suggestion.  The first thing I teach people  when they first get EA is to restore the workspace.  It's amazing the combinations of closed or lost menu and window items that people achieve.
