It depends. If you do a manual project transfer, you need to provide a .eap file yourself.
If you execute the transfer using the API, the .eap file is created by Sparx.

I did the manual project transfer after creating a new .eap file (and verifying that the field is actually varchar(255)

In both cases the project transfer failed if I had a userlogin larger than 23 characters.
