MDG is generated with wrong encoding

I have several MDGs that are generated with ANSI encoding

<?xml version="1.0" encoding="windows-1252"?>
this appears to be independent from the database version I use.
e.g.
MDG 1
Connection / DBMS:  Local EAP File
Database Schema Version: 1558
Database Version: 4.01
Version Date: Jan-31-2004

MDG 2
Connection / DBMS:  Local EAP File
Database Schema Version: pre-1558
Database Version: 4.01
Version Date: Jan-31-2004

the result is the same:
the UMl profile and the MDG XML are generated with windows-1252

EA version is 15.02.1560 Unicode and Windows 10 is set to use UTF-8 by default.

what else could be?  :o
