When any user tries to delete packages, even though there is no lock on them, you get a "command failed" message. However, you can delete elements inside the package, but not the package itself. To explain what occurs with the issue, let me tell you step by step how I am doing :
1.   I create a new package in my own sandbox, let's call it A.
2.   I check there is no lock on my package A.
3.   Then, I gonna to try to delete the package A I have just created and which still empty.  Then, a popup appears asking me if I want to delete "A" and warning me that all the children of the package A will also be deleted.
4.   As I effectively want to delete the package A, I click on OK button. Then, another popup displays telling me that the command failed.

I have to note that if there were elements in the package A, they would have been deleted. I should also add that all users, even those with administrator access, experience this problem and are unable to delete packages.

Thanks for help !

Which database are you on?

Have you tried to run a project integrity check (and let it fix all errors?)
