Erroneous message when creating baseline

Hi
My project has security enabled and 'Require User Lock to edit' is enabled.
I try to create a baseline with a package that has not been locked and I get an error message stating that I cannot create a baseline because the package IS locked, which it is not.
However, if I lock the package I am able to create a baseline

I think that the error message is incorrect

The message is misleading (good old EA attitude). You need to LOCK it in order to have it UNLOCKED for editing (just tried that). Send a bug report and it will likely be fixed in 2 or 3 years. Maybe.
