Failed to Start Debugger

I am trying to configure a build script, and every time I try to run it I get an error:

[19845248]      Failed to create Debugging process
SSProfiler75.exe SSNetProfiler75 "772"

I am running EA on Win7 x64.  When I run the build scripts the project builds fine.  We have tried on my colleagues machine and everything works OK for him and we believe the environments are the same.

The project is in c# 4.0, I have tried both the .NET and Mixed Mode debuggers.  I have re-installed and tried different locations, ensuring admin rights are used and all users have full control to all files, I'm running out of ideas on thin, can you help?
