Adding a Message Part to a Message takes > 5 mins.

Our team uses a large repository backed by an Oracle database. Generally response time is very good. However when defining a WSDL namespace, one particular use case takes upwards of 5 minutes. This occurs when adding a Message Part to a new Message element.  Is there something that can be done to speed this up?

I haven't heard of anything like that. Though the Oracle DB seems to be picky in some circumstances you should send a bug report anyway (bottom right of this page).
