Group ID in User Security is not sticky

When User Security is in place, applying Group level security doesn't protect the element well enough (only the diagram, if the checkbox is marked) at least with a .eap repository.  As a work around, we thought we'd temporarily set the element lock to User Exclusive then reset it back to Group Exclusive after the element had been edited.

Unfortunately, the Group identifier is NOT "sticky".  We need more control over this to stop users accidentally changing the group of the element.

Please make the Group identifier "sticky".
