Userdic.tlx "touched" unecessarily

The spell checking user dictionary (Userdic.tlx) has its modified timepoint changed every time EA starts, regardless of whether it has changed or not.
This inhibits correct determination of whether new words have been added and impedes the correct synchronisation of the updated file between various machines.
