Shared Component Package Connector Problem

We have a database-based EA repository setup, where multiple members connect. There is a shared component package, whose elements are referenced in individual diagrams (created as links). We have restricted the access to the shared package to selected members, to keep a controlled component inventory.

However, EA doesn’t allow creating connectors between the elements, if the elements are locked. Because of this, unless we give permissions to the shared folder, no one can create package/activity/component diagrams (except sequence diagrams). Is there a way to overcome this restriction? We would like to keep the shared package restricted, but allow the referenced diagrams to have connectors between elements.

AFAIK it should be possible to create relations TO shared elements, but not FROM shared elements as that would be the same as changing the shared element itself.

We have a similar setup, with shared elements in version controlled packages, and I don't remember having similar issues.
