Inconsistent note tags in templates?

I'm trying to modify the HTML template to show whether an attribute line item has been marked as Not Null. In the RTF template, including #NOTES# in the Attribute Line Item template displays "Not Null", along with "Primary Key" and "Unique", as well as any user-typed notes. On the HTML side, however, the #NOTE# tag only displays user-typed notes (#NOTES# does not seem to work at all). Is there a way to show "Not Null" via the HTML template?
