import model from xml

My aim is to get the model which is created as a local file into the db which has the previous version of the same model i.e. overwrite it completely.

Unfortunately, I am not able to import that model using the tool. The error message is "The current action cannot be completed as the necessary security is not available". It doesn't let you apply user locks to the root level.

I have also tried importing it under a view using the Import XML from a package but couldn't succeed.

Any idea?
