...does anyone know of any papers that do a comparison between OO/UML and procedural coding/SSADM approaches.  What I want is something like a cost-benefit analysis, or similar?

For stuff like this try the US military sites - they do lots of this type of comparison.
Also, split your comparison up a bit further - say look for "Lifecycle cost" or search by project phase - you'll get a lot of stuff to wade through though and a lot of cr*p to disregard.
