deleted packages in replicas

I am managing a distributed development using EA and have a problem with synchronizing replicas where users are deleting packages. If any user deletes a package, it may get deleted on synchronization - I haven't worked out when it actually happens. I assumed that if the package in the master was touched later than in the replica, that would be OK, the master would prevail. However, this does not appear to be the case. So I am losing work from some of the authors.

The Resolve Replication Conflicts function does not identify any conflicts, not even where something has been deleted in one replica and changed in the master - which seems pretty conflicted!

We are using 3.60, on various builds. I am using Build 659 to do the synchronization.
