Element locking

Hi,

When I am selecting "Full lock, no one may edit" to lock an element, it doesn't lock the element. When and how should we use this feature?

Also, is there any way to lock all the elements in a Diagram without locking the package. When we lock a diagram it locks only the diagram. Since it doesn't lock the elements it's referring to, we can still make changes to the element properties like name, status, scope etc.
