Properties fot TEXT in diagrams

I noticed that you can attach notes/constraints and even tags to TEXT elements in diagrams. Also they appear on the same level as issues/requirements in the documentation. I wonder whether that makes any sense   This is just meant to be some explanatory text on a diagram, isn't it?
