Setting up a Project for Team Development

I want to set up a EA Project for about 12 developers.

What would be the best approach?

I had the idea to use SQL Server and for Version Control Visual Source Safe.

Is this a proofen approach?

Could I also get version control by just using SQL Server? If so how?
For what and how would I sue the EA-Locking functions?


Any comments and help highly appreachiated
