Hoe do I reload a report saved under Project / Documentation/ Implementation Details/

What do you mean by "reload"? Once the report has been generated it is placed somewhere in the filesystem as .RTF

I can now see why you are confused.

For some reason I thought this option was saving the report definition rather than the report output, but now I've looked at it again, I can see that it isn't. Such an option might be a good idea though ....

You can save report definitions. Use the Template frame in the lower left part of the documentation window. Also refer to the documentation.
