Smart Placement

Does 'Smart Placement' work? Because when I add an element to the diagram it goes exactly where I put it without any regard to how close (or far away) it is from another element. Perhaps it is only usable on certain diagrams, elements or ? Or I just don't understand what this option does.

It appears to only be used when moving objects on a diagram.
