How to include element tag in new generator

I am trying to include tags into documents produced using the new generator, and am having some inconsistent results.

When I include {Element.Tag} in documents derived from the requirements template the contents aren't included.

However when I include it in documents derived from the basic templates they show up!

Any ideas ?
