Version Control Problems

We have the following setup:

We are using Source Gear Vault (Similar to VSS) for Version Control.

Our Team Configuration is as follows:
3 Business Analysts
7 Developers
2 QA Testers

In Each EA File (which is located on a network, not put into Vault) we have the Packages (which consists of one or more diagrams)

How do we setup the Version Control options so that when a Business Analysts releases the package to QA and Designer both of them get to update the package with their comments (issue management and Test Window respectively)

We did setup the packages with configuration files but everytime we open the EAP File we loose our configuration information and we have to select our config files again and again. We have also lost some work please help us with step by step setup.
