Why the sequence button (move up|down) is disappeared.

Because by default attributes and operations are now sorted alphabetically by name, and EA doesn't provide the functionality to change the alphabet order.  ;)

You can disable the sorting by unchecking 'Sort Features Alphabetically' on the Objects page of the Local Options dialog.
