Missing up down pointers

I wanted to reorder some attributes in an attribute list.  The users manual would indicate I should have some little hands giving me up/down capability.  My hands are not there.  

Is there an option I need to turn on?

I have build 6.0.780.

Never mind I didn't search hard enough in the forum.  I found my answer.
