Documentation-using bookmarks

I'm trying to use sections from generated model documents as linked documents to my main document.

I manage to do that using documentation that was produced from the Legacy RTF engine, but not from the new one.
I then noticed that the bookmarks in an RTF file which was generated by the new RTF generator are not for sections but for a specific location-which is probably the source for the problem.
Is this a bug?
Should the Legacy engine be used or not? Should I favor the new engine?
