Newbie question - test cases

I'm trying to create tests or test cases for a long list of use cases that was given to me.  The 'Test Cases' window's context menu is greyed out whether or not I have a package or element selected.  Is there something simple I'm missing or a document anyone's aware of?

Whoops, I figured it out.  I have to check out the package before being able to add anything, including tests.  Nevermind
