Requiremtns do not show in package link on master

I have a folder hierachy of packages with requirements. When I drag a packeage (a1) onto a "master" diagram (a) the package frame (a1) is shown ok, but the requirements draged on the the package (a1) diagram is not always listed in the package (a1) frame. The requiremtns are saved in the package (a1) folder.

Any hints? Is it a setting somewhere?
