Stereotype scope not set on element creation.

I've created a stereotype that extends Attribute and set the scope='private'. However, when I import this Profile and create an element of this stereotype, the scope='public'. Hope this makes sense, but how do I set the scope for the stereotype so that it is set when an element of that stereotype is created?
