quesitons before I buy

I am purchasing for 3 individuals on my team.  I will purchase 3 licenses as one event and charge to our unit's charge card.

How do I get each individual license to be in the each team member's name?

What happens when the licensee has to change workstations...can they simply download another copy without purchasing a new license?
