Depends what you mean by diagram notes - EA has three different but related items that have that moniker...

However if, like most of us who don't live on planet Sparx, you mean the descriptive notes that you can add to a diagram via the Properties|General tab or the Notes window when clicking on an empty area of the diagram, then you add an empty note tot he diagram and then <Context menu>|Advanced>Link to Diagram note
