Can factor common business requirements...

[Hi there]

... across different EA projects? It would be especially useful to be able to store common actors, business glossary, and very common use cases in this high level 'project'.

These common things could be accessed referentially across all EA projects.

Does anyone know if this is possible?

I would suggest you have a look over the Whitepaper on Deployment of EA.  This covers a number of scenarios involving multiple projects.  See: http://www.sparxsystems.com.au/resources/whitepapers/index.html

The whitepaper does cover multi-project scenarios using a single repository with common areas, but security set for different regions.  Where multiple projects require distinct repositories, it covers setting up importing and Exporting of reference-data and Batch import/export of common packages.
