Is there a way to copy a Use Case Element?

I do not seem to have the option to copy a Use Case Element directly by highlighting it and Edit | Copy or CTRL-C.  I have been able to copy a UC element from within a diagram, but am wondering if I can do it directly.

If I can only do it within a Diagram, is there a way to move a UC element from one diagram to another?

We are attempting to set up a UC Element template with a standard list of Pre-Conditions and Post-Conditions to avoid having each BA write them over and over again...looking to reduce redundancy and improve consistency across a team of BAs.

The easiest way to copy a single element is to Ctrl+Drag it from one part of a diagram to another.

I was hoping that template package would be the way to go, but it doesn't seem to copy constraints. You can create a UML Profile: that would allow you to define constraints for a use case stereotype.
