Baseline and Target Architectures

Hello all.  I'm new to EA and am filling the role of an Enterprise Architect for a large Government Department.  I've inherited a project to develop the Baseline and Target Architectures (primarily Application and Data, informally Business and Technical). We're following TOGAF's methodology and using Archimate elements for the modelling.

The former Architect has a pretty good baseline architecture defined, we're in the process of crosing t's and dotting i's. I'm seeking some advice on how to best begin to develop the Target Architecture and models.  Obviously most elements in the model are unchanged, but we're moving towards SOA style architecture, especially for the application.  We'll begin to identify Application services.  Should I copy the entire Baseline package to a target package? D I simply evolve the baseline architecture, modifying the models to reflect the target and abandon elements of the Baseline.

It may seme basic, but I'm new to this and don't want to go drastically wrong first thing.  Thanks for your comments and help.
