RTF to generate project issues

Hi
I have created a model document element and want to use it to report Project Issues.
I have set up the template to do this but when I generate I get an error dialog stating that generation failed.
This is because the model document element does not have any attributes. If I put a package(any package) in the elelemnt the document is produced.
It does not seem to make sense to have to place a package inside the element when it is not needed.
Is this as a bug or am I doing it wrong ?
