Modal Dialoge / Scenarios and Requirements

I'm finding it very challenging to use the scenarios and requirements for documenting the steps in my use cases.  I seem to have the option to either:

1) Open a use case in a popup properties window which is modal which means i cannot browse the rest of the model in anyway.
OR
2) use the Scenarios and Requirements Panel (is that the right term, the big one that fills the main workspace, not the one on the properties dialoge above).  This seems to be linked to whatever node I've currently got selected in the project browser which is also prohibitive in that i still cannot browse the model.

If needed you can open two instances of EA, or use a html export of the model for reference.
