Raised by combobox empty in the maintenance->issue

I have a EA database with enabled security
When a new object issue is created the raised by field is empty.
Any suggesstion?

Put something in Settings | Project Types | People.

If I remember correctly, it's filled by the union of the authors, resources and clients.
