Header text at the top of a sequence diagram.

Is there a trick to getting EA to allow me to move the tops of the swimlanes down far enough (actually, can't move them at all)  to place some sort of descriptive header text at the top of a sequence diagram?

No. Their position is fixed. The only ones moving down are those objects created via a New operation.

Actually, 'q', I found the answer in the Help file, of all things.  Right click on the diagram, and set the 'Top Margin'.  Down they go.
